Türkiye
Hosts the largest registered refugee population of any country in the world, overwhelmingly Syrian, under a specific Temporary Protection regime rather than the standard 1951 Convention asylum system.
At a glance, for someone deciding whether to come here
Not tourist facts — the things that actually shape daily life while your case is pending and after it's decided.
How you could qualify to enter this system
- Temporary Protection registration (Syrian nationals and stateless Palestinians from Syria only)
- International Protection application (for other nationalities, via a separate procedure)
How the process generally works
Temporary Protection registration is done through the Provincial Directorate of Migration Management. Importantly, Türkiye's Interior Ministry has stated that no new Syrian nationals have been registered under this scheme since June 2022 — this is not currently an open registration pathway for new arrivals, whatever older sources may say.
Step by step
New Syrian arrivals
Transferred to temporary accommodation centres in Gaziantep, Kahramanmaraş, Hatay, Kilis, or Malatya rather than registered for Temporary Protection, under the policy in place since 2022.
Registration, narrow exceptions only
Family reunification, medical treatment access, an existing work permit, or recognized vulnerability are the main routes still open in most provinces — general new registration is not.
Non-Syrian nationals
Go through the separate international protection procedure instead, applying through a Provincial Directorate of Migration Management.
Non-Syrian outcome
Turkey maintains a geographic limitation on the Refugee Convention for non-Europeans — non-Syrians can be recognized as "conditional refugees" pending third-country resettlement via UNHCR, but not permanent status in Turkey itself.
What you'll typically need
- Any ID available
- Details of your situation for registration purposes
Support available while your case is decided
- UNHCR Türkiye provides information and support services
- Basic healthcare and education access for those already registered under Temporary Protection
This entry is included mainly for context, not as a live pathway: registration under Temporary Protection for new Syrian arrivals has effectively been closed since 2022. Non-Syrian nationalities go through a different, separate international protection procedure — don't assume the large existing Syrian population reflects an open door for other nationalities or for new Syrian arrivals.
Common pitfalls
- Assuming Temporary Protection registration is still open to new Syrian arrivals generally — it has been closed since June 2022, with only narrow exceptions (family reunification, treatment access, an existing work permit, or vulnerability).
- Not realizing non-Syrian nationalities are on a fundamentally different track — Turkey's Convention limitation means most non-Europeans can at best become a "conditional refugee" awaiting resettlement elsewhere, not settle permanently in Turkey.
- Assuming the size of Turkey's existing Syrian population reflects an open door today — the registered Temporary Protection population has actually been falling, from about 2.9 million in 2024 to roughly 2.25 million as of July 2026.
